What is a Governing Body ?

The IOC Charter is validly recognised as the constitutional charter for the world sports community.

So it is reasonable to accept the IOC definitions:

International Federations

*establish and enforce the rules of the sport
*ensure development of the sport throughout the world
*contribute to the achievement of the goals of the Olympic Charter
*establish criteria for entry to competitions
*assume responsibility for technical control and direction of competitions
*provide technical assistance in the practical implementation of competitions

National Federations

*develop their respective sports in their territorial jurisdiction
*ensure implementation of the rules and regulations of the international federation
*in practice they are subordinate to their respective International Federations
*the most concrete expression of this is the requirement for their statutes to be compatible with those of the International Federation
