
The IOC Charter is validly recognised as the constitutional charter for the world sports community.
So it is reasonable to accept the IOC definitions:
establish and enforce the rules of the sport
ensure development of the sport throughout the world
contribute to the achievement of the goals of the Olympic Charter
establish criteria for entry to competitions
assume responsibility for technical control and direction of competitions
provide technical assistance in the practical implementation of competitions
develop their respective sports in their territorial jurisdiction
ensure implementation of the rules and regulations of the international federation
in practice they are subordinate to their respective International Federations
the most concrete expression of this is the requirement for their statutes to be compatible with those of the International Federation
