Key Governance Principles for Sports

*Role of the governing body

*provide a clear statement of the role and functions the governing body performs to support their members and all other stakeholders

*Separation between the roles of

*rules and regulatory function
*promotion of events and other commercial activities
*disciplinary and other disputes

*Clear definition of the roles and responsibilities of all constituent groups (committees, etc) and chains of accountability

*Complete transparency re members of the governing body, their interests and delegation of powers

*Democracy, elections and appointments

*elections must be fair, one-person-one-vote, no “block” voting
*transparent nominations
*statements of qualifications of candidates for election
*voting levels must be maximised and results promptly and widely communicated

*Transparency and Communication

*there should be a clear statement of the principles of good Governance which are applied to the sport
*regular communications on all key issues
*clear and easy channels of two-way communication

*Decisions and appeals

*the full reasoning for decisions should be properly communicated
*procedure for resolving differences should include access to independent arbitration (e.g. the “Sports Dispute Resolution Panel” in *London or the “Court for Arbitration in Sport” in Lausanne)
*no member of any panel should have an interest in the outcome
*there must be due consideration for national and international Law in framing the rules of the organisation

*Conflicts of interest

*the wider interests of a sport may conflict with specific commercial objectives
*must be clear demarcation between governance functions and any specific commercial activity

*Solidarity

*fair and effective distribution of financial revenues
*redistribution based on the principles of solidarity between all levels of the sport
*redistribution policy must be objective, justifiable and achievable
*communication through all levels of the sport is key
*redistribution must be transparent, fair and objective

*Other Interests

*the interests of groups outside the sport, who can be affected by it, should be taken into account
*the sport should recognise and actively support the aims of social and cultural inclusion
