The Government recognises

that a closer partnership with governing bodies is crucial
that governing bodies should set the strategic vision for the sport
that resources should be made available to help achieve success

However these resources will be conditional upon:

the adoption of best practice and high standards of corporate governance
schools and youth programmes
the professional players being involved in school and community programmes
TV revenues invested into grass roots facilities and activities
Government recommends minimum of 5% growing to 10%
coaching education
talent development
prospects of success at international level
clear strategy for participation and excellence
inclusive policies to expand the pool of talent from which sports draw their top competitors
